ESA Letter Renewal: How Online Re-Assessment Works

Many housing providers ask for updated documentation each year, so an ESA letter renewal is how you keep your Fair Housing accommodation current and avoid pet fees being applied again. A renewal is not a rubber stamp: a licensed clinician re-assesses whether you still have a disability-related need for your animal and, if you do, issues a newly dated letter. Does an Emotional Support Animal Letter Expire?

Not automatically, but in practice it goes out of date. When people ask "does an emotional support animal letter expire?", the answer starts with HUD's assistance animal guidance (FHEO Notice 2020-01). Federal law does not print an expiration date on the letter. Instead, under the Fair Housing Act's reasonable accommodation rules, a housing provider may ask for reliable documentation that your disability-related need for an assistance animal is current when that need is not obvious, and many landlords treat a letter more than about 12 months old as out of date.

Most leases run for 12 months. When you renew a lease, move into a new unit or transfer to another building run by the same management company, the landlord may treat it as a new accommodation request and ask for a letter dated within the past year.

State licensing boards require clinicians to renew their licenses regularly. A recent letter lets a property manager confirm that the clinician's license is active today, not only when an old letter was written.

Confirming the Need Is Current

Mental health conditions and treatment can change over time. A housing provider may ask for current information showing that a licensed professional still confirms your need for an assistance animal.

Understanding ESA Letter Validity

A common question among renters is how long does an emotional support animal letter last before a landlord can question it. The Fair Housing Act and HUD guidance do not set a fixed lifespan. ESA letter validity really depends on whether the letter still reliably shows a current need, and for most landlords that means a letter dated within roughly the last 12 months. Some states add their own requirements, as the California section below shows.

How a current, renewed ESA letter compares with an expired or outdated one
Pet rent, pet fees & deposits An approved assistance animal is not a pet, so pet rent, pet fees and pet deposits do not apply. You remain responsible for any damage. The landlord can ask for updated documentation first, and may apply standard pet fees until you provide it.
Breed, size & weight rules Building pet restrictions generally do not apply to an approved assistance animal. A specific animal that poses a direct threat can still be refused. Without a current accommodation, the building's pet rules may apply to your animal, which can put you out of line with your lease.
Landlord questions The clinician's license number and state on the letter can be checked with the licensing board. The landlord can hold off on deciding your request until you provide current documentation.
Getting it updated A re-assessment before the letter is a year old. With a clinician who already knows you, this is often a shorter follow-up. If a long time has passed or you switch clinicians, expect a full new evaluation.

Jurisdictional Compliance

California ESA Letter Renewal: Laws, AB 468, and Expiration Rules

State laws can add rules on top of federal Fair Housing requirements. California is the clearest example: Assembly Bill 468 (AB 468, California Health & Safety Code § 122318), in effect since January 1, 2022, sets requirements for health care practitioners who provide documentation for an emotional support dog, with the aim of curbing unverified online certificates.

How California AB 468 Impacts Renewals & Expirations

Do ESA Letters Expire in California?

AB 468 does not set a fixed expiration date either. It does require the documentation to include the clinician's license number, license type, jurisdiction and the effective date of the license, so California landlords and HOA boards can check that the license is current. Many ask for a letter dated within the past year at lease renewal.

The 30-Day Relationship Rule and Renewals

For an emotional support dog, AB 468 requires the clinician to have a client-provider relationship with you for at least 30 days before providing documentation, and to complete a clinical evaluation. If you renew with the clinician who wrote your current letter, that relationship already exists. If you switch to a new clinician, expect the 30-day requirement to apply again. That is what California law requires for an ESA letter renewal with a new provider.

Cross-State Moves & California Verification

If you moved to California from another state, a letter from a clinician licensed only elsewhere generally will not meet California's requirements. Your renewal should come from a clinician with an active California license, such as one issued by the Board of Behavioral Sciences or the Board of Psychology.

Not on a fixed federal schedule. Can I renew my ESA letter with ESA Housing Help if I got my original letter somewhere else?
Not yet: renewals cannot be ordered on this site today. More generally, a letter cannot simply be transferred between providers. A new clinician has to evaluate you personally before writing a letter, the same as a first evaluation, and in California a new clinician must also meet the AB 468 30-day relationship rule for an emotional support dog. Your previous letter is still useful background for that evaluation.
What happens if my landlord notices my ESA letter has expired?
They can ask you for updated documentation. Until you provide it, they may decline to continue the accommodation, which can mean pet fees, pet deposits or pet rules such as breed and weight limits apply to your animal. Does an ESA letter automatically renew every year?
No. A legitimate ESA letter cannot renew automatically, because each letter reflects a licensed clinician's judgment about your current need. Services that sell automatic subscription renewals without a clinician re-assessing you produce documents a landlord may not accept as reliable.
